In deze onverkwikkelijke oorlog, met zijn onevenwichtige medespelers, staan wij van de vredespartij een beetje aan de kant. Met matig en wat beter bezochte demonstraties, die het Israëlische leger aanbevelen om wat humaner op te treden, waar de demonstranten voor hun moeite door rechts in elkaar worden geslagen zonder veel bescherming van de politie. Verder spelen wij elkaar ijverig de bal toe over het internet, en wijzen elkaar met afschuw er op welke vuilak weer iets lelijks heeft gezegd; en hoe een Israëlische raket een school in Gaza verwoestte – en dan roepen we in koor 'wat een schande' (zonder iets te weten van de lokale omstandigheden, ik noem alleen even het opslaan van Hamas-raketten in een school).

Daarentegen lezen we met grote instemming elkaars hoogdravende teksten, vol met toespelingen over de partijen die moeten 'praten met elkaar' en natuurlijk 'vrede' voor en na. In ons kleine kringetje circuleert met veel enthousiasme de laatste blog van Achinoam Nini of van Uri Avnery. Wij moeten vooral hun invloed niet overschatten. Rechts leest het niet, en wie het aan die kant toevallig wel leest, staat er zo'n beetje over te meesmuilen, of stuurt een korte ‘hate-mail’ terug. Soms lijkt het dat Israëlisch links nog erger gehaat wordt dan Hamas.

Het is zeker goed dat er nog iets als een moreel vijgeblad bestaat, maar ik vraag me bezorgd af of we ons wel realiseren hoe een miniem deel van de Israëlische bevolking wij samen zijn. Ik denk altijd dat Annelien ze allemaal van gezicht kent.

Als de buitenlandse toeschouwers de indruk krijgen dat de Israëli's en bloc achter hun politici en het leger staan, dan wijkt dat maar een fractie af van de werkelijkheid. En al die mooie woorden, bijvoorbeeld van iemand als David Grossman, die spreekt met de autoriteit van een rouwende vader, maken vooral een bepaald buitenlands publiek blij.
Geen opwekkend beeld van de situatie, vrees ik.

De niet aflatende bedreiging van de Hamas-raketten, en het verblijf in mijn 'schuilkelder' laten toch wat tijd voor mijn eigen simpele vredesplan. Ik heb het in het Engels geschreven zodat onze leiders en de Heren van de Hamas er ook hun voordeel mee kunnen doen.



My simple peace plan

Many of us have despaired of the politicians of both sides to have the imagination and the daring to break the deadlock in our regional conflict.
I think that some simple steps will lead to a rapprochement of the two parties. Obviously we need some measure of agreement by the political echelon, but I think that is achievable.

First of all, let the people get to know each other. Instead of demonizing the other side, they should see them close-up, working side by side.

My idea is simple: allow Palestinians, both from the West Bank and from Gaza to work in Israel. This would as a positive side effect obviate the need to import foreign workers on a large scale. I would start the program with older workers, both men and women, say over 50 years old, who are married and have children, i.e. responsibilities to support families. I would enable them to stay within the Green Line for the duration of the workweek, if they so wish, and only have them go home on weekends, and also on that point exceptions should be possible for workers who are required to do work on weekends. The procedure for passing the relevant checkpoints should be streamlined and possibly be taken out of the hands of inexperienced youngsters. If this works out well, I would lower the age of the workers gradually, so that more families can benefit from the arrangement.
Wages must be paid according to the criteria obtaining within Israel. The better the financial situation of the worker is, the less cause there will be for disruptive activities vis a vis his employer or against Israel.

If this program works out quietly, and our extremists can be kept in check so as not to harm the Palestinians working in our midst, this situation should lead to a suitable platform for moves in the direction of peace. And if ever free elections will be held in Gaza or on the West Bank, this will be expressed in an overwhelming vote for those who have peace in their banner. The same undoubtedly goes for Israeli's who in the first stages will be distrustful, but they will come around if the idea works out.
I always thought that peace is made by strong leaders, but it may just as surely grow from the bottom up.

In parallel the stranglehold on the Gaza-strip should be loosened very considerably, if not abandoned completely. Fishermen should be allowed to fish, goods should be allowed in and out. Energy and water should be made available to all, building activity and commerce should be encouraged. Only the most blatant procurement of arms should be prevented (and we have experienced how little we are able to prevent even that under our conditions of tight control). Israel and Egypt both should be much more humane and liberal in the opening of the respective borders. It would make the tunnels and the attendant black market practically unnecessary. And let the Gazans travel freely outside the confines of their ghetto, so they can remember that there is a real world out there, and they can dream of and work towards such a world in their own piece of land.

The plan requires a change of focus and suppression of our built-in paranoia.
We must start somewhere, and the rest will fall into place, God willing, inshallah!
